Top Workforce Intelligence Platforms: 8 Reviewed (2026)
"Workforce intelligence" is the label vendors use when they want analytics to sound like a decision rather than a dashboard. Underneath it, every platform reads one of four kinds of data, and that decides what it can tell you. HR-record platforms (Visier, One Model, Workday) know who people are, what they are paid and when they leave. Work-pattern platforms (ActivTrak, Time Champ) know how time is spent on devices. Collaboration platforms (Viva Insights) know how people meet and message. Operational platforms (Legion, UKG) know demand, schedules and labour cost. None sees the whole picture; this page organises eight by the data they read so you buy for the question you have.
Pricing was checked in October 2026 and labelled as an estimate where quoted. The list is in data-source order rather than ranked. The workforce analytics review ranks a wider field, and the workplace analytics guide explains the collaboration-data category in depth.

What each data source can and cannot tell you
| Data | Platforms | Can tell you | Cannot tell you |
|---|---|---|---|
| HR records | Visier, One Model, Workday, UKG | Who left, from where, after how long, paid what, hired how; who is statistically at risk | Why, in any individual case; how work is actually done |
| Work patterns | ActivTrak, Time Champ | Where device time goes, capacity and utilisation, after-hours work, burnout patterns by team | Quality or value of the work; anything off-device |
| Collaboration | Viva Insights | Meeting load, focus time, network breadth, manager one-on-ones, after-hours messaging | What was said or achieved; anything outside Microsoft 365 |
| Operations | Legion, UKG | Demand by interval, hours needed, labour cost, schedule adherence | Anything about salaried or desk-based staff |
The intelligence most organisations want, why good people leave, lives at the join between HR records and work patterns, and no single platform holds both well. The practical approach is an HR-record platform for the population view and a work-pattern or collaboration tool for the team view, with the join done by a human in a conversation; the retention strategies and burnout in the data guides show what that looks like.
Privacy, monitoring and AI rules
People analytics runs on personal data and the rules follow it: GDPR and the UK and EU works council regimes for European employees, the California Consumer Privacy Act's employee provisions, Illinois's biometric and AI-in-hiring laws, New York City's automated employment decision tool audit requirement, and the California automated decision rules for any model that affects employment decisions. Activity-side tools (ActivTrak, Time Champ, Viva Insights) are monitoring and need the monitoring policy and the notice several states require; the privacy line guide says what stays out of scope. Aggregate first, with minimum group sizes, and treat predictive attrition scores as a prompt for a conversation, never as a decision.
Reading a quote
Most of this category is quote-priced. Where I give a figure for a quote-only vendor it is the range independent buyer reports and procurement advisers describe, labelled as an estimate, not a price list; your quote will depend on headcount, data sources, modules and contract length. Published prices are stated as published.
How these tools were evaluated
I evaluated each tool against the same checklist: what it captures and how configurable that is, which platforms it runs on, how it treats the employee (visible or silent agent, access to their own data, screenshot blurring and private time), what the published pricing is and what the minimum commitment really costs, how long data is kept, where it can be deployed, and what the vendor's own documentation and verified user reviews say about reliability and support. Pricing was taken from each vendor's pricing page in October 2026; where a vendor publishes no price, the page says so rather than guessing. Free plans and trials were used where they exist. I did not run a formal benchmark, and the page does not claim one.
Disclosure. I have done work for Time Champ. It appears here because it belongs in this category, it is held to the same criteria as every other product, its drawbacks are listed like everyone else's, and it bought no placement. There are no affiliate or vendor links on this page.

Frequently asked questions
What is a workforce intelligence platform?
Software that analyses data about a workforce to support decisions. The term is marketing rather than a category; underneath, each platform reads one kind of data: HR records (Visier, One Model, Workday), device work patterns (ActivTrak, Time Champ), collaboration metadata (Viva Insights) or operational demand and labour data (Legion, UKG). What it can tell you follows from which.
What are the top workforce intelligence platforms?
Visier for HR-record intelligence at enterprise scale, One Model for data teams, Workday People Analytics for Workday customers; ActivTrak and Time Champ for work-pattern intelligence on desk-based teams; Viva Insights for collaboration intelligence in Microsoft 365; Legion and UKG for operational intelligence on hourly workforces.
Can workforce intelligence software predict who will quit?
HR-record platforms (Visier, One Model, Workday) produce attrition-risk scores from tenure, pay, promotion history, manager changes and similar factors, and at population level they are useful for targeting retention effort. At individual level they are probabilities, not predictions, with legal and ethical limits on how they can be used; treat a score as a prompt for a conversation, not a decision.
Is workforce intelligence the same as employee monitoring?
Only for the work-pattern and collaboration tools (ActivTrak, Time Champ, Viva Insights), which read activity on devices or in Microsoft 365 and are monitoring under the laws of several states, with notice and policy obligations. HR-record and operational platforms analyse data the organisation already holds for payroll, HR and scheduling.
How much do workforce intelligence platforms cost?
Published: ActivTrak $10 to $21 per user, Time Champ $3.90 to $13.90, Viva Insights $6 add-on. Quoted: Visier (independent reports place mid-market deals above $50,000 a year), One Model (roughly $30,000 to $150,000), Legion (enterprise), and the Workday and UKG modules within their HCM contracts.
Which platform combines HR data with how work is done?
None does both well. Viva Insights joins Microsoft 365 collaboration metadata with HR attributes at aggregate level; UKG and Dayforce join HR with time and scheduling data; ActivTrak and Time Champ can import team and role attributes to segment activity data. For the full join, most organisations run an HR-record platform and a work-pattern tool and connect the findings in management conversations.
